Delhi Govt To Introduce New Policy To Monitor Pollution From Outside Vehicles: Delhi CM
The Delhi government plans to introduce a new policy to monitor pollution from outside vehicles, addressing gaps highlighted in the CAG Report 2022 on vehicular air pollution. The report found deficiencies in air quality monitoring, PUC certification, and public transport availability. In response, the government will expand electric vehicle charging infrastructure, install surveillance cameras for emission monitoring, and increase the public transport fleet to reduce pollution levels.
Delhi CM, Rekha Gupta
During the presentation of the CAG Report 2022 on prevention and mitigation of vehicular air pollution in Delhi on the table of the House during the Budget Session by Delhi CM Rekha Gupta said, "Lakhs of outside vehicles come to Delhi, but there was no monitoring of their pollution level. Now our government will bring a new policy, so that pollution caused by outside vehicles can be stopped."
The action was taken in response to the CAG report that found flaws in Delhi's pollution control measures.
Findings from Performance Audit Report 2022
- Air Quality Monitoring Gaps: The Continuous Ambient Air Quality Monitoring Stations (CAAQMS) do not fully meet pollution control standards, leading to potential inaccuracies in air quality data.
- Incomplete Data on Pollution Sources: The government lacks real-time data on pollution sources and emission levels from different vehicle categories.
- Deficiencies in PUC Certification: Several irregularities were found in the issuance of Pollution Under Control (PUC) certificates, including vehicles receiving clearance despite exceeding permissible limits.
- Public Transport Deficiencies: The report noted that Delhi requires at least 9,000 buses, but only 6,750 are currently operational, leading to inadequate transport coverage.
- Lack of Alternative Transport Initiatives: Despite budget allocations, the government has not implemented alternative transport solutions like monorail, light rail transit or electric trolleybuses.
Several irregularities were found in the issuance of Pollution Under Control (PUC) certificates:
- Between August 10, 2015 and August 31, 2020, 2.214 million diesel vehicles underwent pollution tests at PUC centers, but emission values were not recorded for 24% of these vehicles.
- In 4,007 cases, diesel vehicles were given ‘Pass’ certificates despite exceeding the permissible emission limits.
- The database recorded 6.536 million petrol/CNG/LPG vehicles issued PUC certificates, but 108,000 of them were found emitting excess carbon monoxide and hydrocarbons yet still passed the test.
- In 7,643 cases, more than one vehicle was shown as being tested simultaneously on a single PUC machine.
- In 76,865 cases, the PUC test was completed in just one minute, which is practically impossible.
- The PUC system was not linked with the vehicle database, allowing manual selection of BS category, increasing the risk of manipulation in emission standards and certificate validity.
Expansion of Electric Vehicle Charging Infrastructure
To support the adoption of electric vehicles, the Delhi government plans to establish 18,000 public charging stations along with 30,000 private and semi-private charging points. This move is expected to encourage the use of electric vehicles and reduce emissions.
Traffic Surveillance and Emission Monitoring
The government will install 500 cameras at traffic junctions under the Public-Private Partnership (PPP) model, without direct public expenditure. These cameras will help identify high-emission vehicles and assist in monitoring air pollution-related issues.
Public Transport System Expansion
The Delhi government has set a target to maintain 5,500 buses by the end of this year and increase the fleet to 11,000 by 2026. This expansion aims to enhance public transport availability and reduce dependence on private vehicles.
