Only BS-VI, CNG or Electric Buses Allowed Into Delhi From 2026 Under New CAQM Directive
The Commission for Air Quality Management (CAQM) has issued a new order requiring all buses entering Delhi under various service permits to operate on cleaner fuels starting November 1, 2026. Buses registered in Delhi will be exempt.
Only BS-VI, CNG, or Electric Buses Allowed Into Delhi From 2026 Under New CAQM Directive
The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) has issued Statutory Direction No. 93. It requires buses with permits such as Contract Carriage, School/Institutional, and All India Tourist Permit to use BS-VI diesel, CNG, or electric power when entering Delhi. This rule applies from November 1, 2026.
Exemption for Delhi-Registered Buses
Buses registered in Delhi are not covered by this rule and can continue to enter the city under existing conditions.
Previous Directions Still Apply
Earlier directions (Nos. 78 and 81) will continue to apply. These directions require intercity buses from NCR states and nearby regions — including Uttarakhand, Himachal Pradesh, Jammu & Kashmir, Madhya Pradesh, and Punjab — to use BS-VI diesel, CNG, electric, or equivalent fuel.
Enforcement Measures at Borders
The Delhi Transport and Traffic Police departments have been instructed to enforce the new rule. Tools such as Automatic Number Plate Recognition (ANPR) systems and RFID will be used at entry points.
Information Sharing With States and UTs
The Commission has advised all state and union territory governments to inform bus operators and other stakeholders about the rule. Only buses using the approved fuel types will be allowed into Delhi after October 31, 2026.
Related Rule for Goods Vehicles
Direction No. 88 also restricts the entry of light, medium, and heavy goods vehicles into Delhi unless they use BS-VI diesel, CNG, LNG, or electric power. This rule takes effect from November 1, 2025. Vehicles registered in Delhi are not affected.
Separate Restrictions for Goods Vehicles
Recently, Delhi Chief Minister Rekha Gupta announced a set of measures under the Air Pollution Mitigation Plan 2025. From November 1, 2025, commercial vehicles entering Delhi must comply with BS6 norms or run on CNG or an Electric Vehicle. The decision aims to reduce air pollution caused by older and higher-emission vehicles.
To promote electric mobility, 2,299 electric autorickshaws at major Metro stations will be deployed in Delhi to enhance last-mile connectivity. The government also plans to install 18,000 EV charging points across malls, transport hubs and commercial areas. As part of the revised electric vehicle policy, existing infrastructure will be assessed and upgraded. Additionally, the policy aims to shift 80% of government vehicles to cleaner fuel alternatives.
