Delhi To Ban Entry Of Old Commercial Vehicles From November; Announces Rs 1.25 CR Road Projects
Starting November 1, 2025, only BS6, CNG, and electric commercial vehicles will be allowed to enter Delhi, as part of the Air Pollution Mitigation Plan 2025. The plan also includes steps to improve public transport, enforce vehicle compliance, and develop road infrastructure with central support.
Delhi To Ban Entry Of Old Commercial Vehicles From November; Announces Rs 1.25 CR Road Projects
Delhi Chief Minister Rekha Gupta announced a set of measures under the Air Pollution Mitigation Plan 2025. From November 1, 2025, commercial vehicles entering Delhi must comply with BS6 norms or run on CNG or an Electric Vehicle. The decision aims to reduce air pollution caused by older and higher-emission vehicles.
Electric Vehicles and Charging Infrastructure Expansion
To support the move towards electric mobility, 2,299 electric autos will be deployed at key Delhi Metro stations. The government also plans to set up 18,000 EV charging points across malls, transit areas, and commercial hubs. Existing infrastructure will be reviewed and upgraded under a revised electric vehicle policy. The policy also proposes that 80% of government vehicles shift to cleaner fuels.
Monitoring and Enforcement Measures
Automatic Number Plate Recognition (ANPR) cameras will be installed at all entry points to detect End-of-Life (EoL) vehicles and issue instant alerts. ANPR systems will also be used at petrol pumps. Pollution Under Control Certificate (PUCC) centres will now be audited every six months.
Kartick Nagpal, President, Rosmerta Technologies, said, “The Delhi government’s decision to phase out non-BS6, non-CNG, and non-electric commercial vehicles from November 1, 2025, is a commendable and forward-thinking step towards improving air quality and fostering sustainable urban mobility. This policy will accelerate the shift towards cleaner fuels and technologies, reinforcing the critical role of structured vehicle scrappage, retrofitting, and electrification in building a greener transport ecosystem. At Rosmerta Technologies, we welcome this initiative and remain dedicated to supporting the transition through our advanced vehicle scrappage infrastructure and innovative mobility solutions that align with the government’s vision for a cleaner future.”
Other Key Features of the Mitigation Plan
As part of the plan titled Shuddh Hawa Sabka Adhikar, the government will plant 70 lakh trees under the Ek Ped Maa Ke Naam campaign. Mist sprayers will be used at 13 pollution hotspots. The Odd-Even road rationing scheme will not return, as the government cited its limited long-term impact.
High-Level Meeting Reviews Infrastructure Projects
On June 4, 2025, Union Minister for Road Transport and Highways Nitin Gadkari chaired a meeting with senior officials, including Delhi CM Rekha Gupta and the Lieutenant Governor. The central government has approved infrastructure projects worth Rs 1.25 lakh crore to address congestion and improve connectivity.
Major Projects Announced
Key projects include an underground tunnel from Shiv Murti to Nelson Mandela Road, an elevated corridor between Sarai Kale Khan and IGI Airport, and a new 20-km road from Inderlok Metro Station to Sonepat. Construction of new Rail Over Bridges and Rail Under Bridges worth Rs 150 crore is also planned.
Long-Term Road Development Strategy
The National Highways Authority of India (NHAI) will implement plans to make major roads signal-free and use construction and demolition waste in road-building to manage landfill levels. Drainage systems and side lanes will also be developed as part of the long-term strategy.
