The Central Government plans to launch a concessional annual toll pass for private vehicle owners living within 20 kilometers of National Highway toll plazas, effective November 1, 2026.
FASTag New Rules From November 1: Check Annual Pass Price, Eligibility and Benefits
The Central Government is set to introduce a concessional annual toll pass for eligible private vehicle owners living within 20 kilometres of a National Highway toll plaza. The new scheme will come into effect on November 1, 2026, with annual charges of Rs 1,500 or Rs 3,000, depending on the location of the toll plaza.
The Ministry of Road Transport and Highways announced the changes through a notification dated October 26, 2026. The revised provisions have been introduced under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026.
The scheme is intended to provide relief to eligible local residents who regularly use nearby National Highway toll plazas. However, the pass will be subject to specific eligibility conditions and restrictions.
Who is Eligible for the New Annual Toll Pass?
Under the revised rules, private vehicle owners living within a 20-kilometre radius of a National Highway toll plaza can apply for the concessional annual pass.
The facility is available only to eligible non-commercial vehicles equipped with valid and functional FASTags. Applicants must also meet the other conditions specified in the government's notification.
The pass will be linked to a particular toll plaza. It will not provide unrestricted access to all National Highway toll plazas across the country.
How Much Will the Annual Toll Pass Cost?
The government has introduced two annual charges based on whether the toll plaza falls within or outside municipal or local town limits.
The applicable charges are as follows:
- Rs 1,500 per year: For eligible residents near toll plazas located outside municipal or local town limits.
- Rs 3,000 per year: For eligible residents near toll plazas located within municipal or local town limits.
These revised charges will apply from November 1, 2026, subject to the eligibility requirements and other conditions laid down in the notification.
Where Will the Concessional Toll Pass Not Be Available?
The government has specified certain restrictions on the use of the local annual toll pass.
The scheme will not apply to National Highways or Expressways that operate under a closed user fee collection system. It will also not be available at locations where a service road or an alternative road is available for use.
As a result, living within 20 kilometres of a toll plaza will not automatically make every vehicle owner eligible. Applicants will need to check whether their nearby toll plaza falls under the scheme.
What Should Vehicle Owners Know Before Applying?
Residents who regularly travel through nearby National Highway toll plazas should check the eligibility conditions before applying for the pass.
A valid and functional FASTag registered for non-commercial use is one of the key requirements. Vehicle owners should also confirm the applicable annual charge based on the location of their toll plaza.
The pass will be limited to the specific toll plaza for which it is issued. It should not be confused with the separate annual FASTag pass available for eligible private vehicles for travel across participating National Highway toll plazas.
The new provisions will come into effect on November 1, 2026. Eligible residents can use the concessional facility subject to the conditions specified in the amended rules.
