Uttar Pradesh Cracks Down On Fake Helmets, Orders Strict Action For Road Safety
The Uttar Pradesh Transport Department has issued fresh directions to all district authorities to take strict action against the manufacture and sale of sub-standard and fake helmets in the state. The move follows concerning road accident statistics and aims to enforce BIS standards.
Uttar Pradesh Cracks Down On Fake Helmets, Orders Strict Action For Road Safety
Transport Commissioner of Uttar Pradesh, Brajesh Narayan Singh, issued a directive to all District Magistrates and the Road Safety Cell, highlighting the need for immediate steps against the availability of fake and low-quality helmets in the market. The directive was based on recent data showing that 24,118 people died in 46,052 road accidents in 2024, with a significant number of these deaths involving two-wheeler riders who were not wearing helmets.
Focus on BIS Standard Helmets
The order points out that nearly 31% of road fatalities occurred due to riders not wearing helmets. With two-wheelers accounting for 80% of vehicles in the state, the Transport Department stressed that only helmets with valid BIS certification should be available in the market. Complaints about sub-standard helmet sales have been frequently reported from districts like Ghaziabad and Noida.
Steps Outlined for Enforcement
Authorities have been asked to carry out joint inspections with the Industry Department, BIS, and local police to identify and take action against helmet manufacturers and sellers operating without BIS certification. Criminal cases are to be registered against violators.
Verification Through BIS Care App
The letter also recommends that helmet retailers use the BIS Care App to verify the authenticity of helmets before sale. Sellers are to be instructed to provide only verified helmets to customers.
Coordination with Police and Transport Officers
All Assistant Regional Transport Officers have been directed to work closely with district and police officials to monitor and curb the manufacture and distribution of non-compliant helmets.
Industry Reaction
In response, the Two-Wheeler Helmet Manufacturers Association of India (2WHMA) has supported the decision. The group has long raised concerns about the risks posed by uncertified helmets and hopes the move will lead to broader enforcement across India.
Rajeev Kapur, President of 2WHMA, said, “Uttar Pradesh has taken a monumental step to eliminate the use of fake and substandard helmets that have become silent killers on our roads. This decisive action not only protects lives but also sends a strong message to counterfeiters and negligent manufacturers. We applaud CM Yogi Adityanath and Transport Commissioner BN Singh for setting an example that other states must urgently follow. We stand ready to support all state governments in their efforts to implement similar crackdowns. Road safety is not a regional issue—it is a national emergency. The time to act is now.”
