India Sells Over 1.3 Million EVs in FY25, E2W Segment Leads With 1.14 Million Units: MHI Data

India has registered more than one million electric vehicle (EV) sales in the financial year 2024-25, according to the data shared by Ministry of Heavy Industries (MHI). The data reflects growing adoption of EVs across segments, mainly electric two-wheelers (e-2W) and electric three-wheelers (e-3W).

Electric Two-Wheeler and Three-Wheeler Sales Grow

  • Total sales of electric two-wheelers reached 11,49,334 units in FY25 reflecting a growth of 21% when compared to 9,48,561 units sold in FY24.
  • Total sales of electric three-wheelers in the L5 category stood at 1,59,235 units reflecting a growth of 57% when compared to 1,01,581 units sold in the previous financial year.

PM E-DRIVE Scheme Replaces EMPS

On September 29, 2024, MHI launched the 'PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE)' scheme. The new scheme has a budget of Rs 10,900 crore for two years, until March 31, 2026.
It replaces the Electric Mobility Promotion Scheme (EMPS) 2024, which was in effect from April 1 to September 30, 2024.
As of March 31, 2025, registrations on the VAHAN portal under the PM E-DRIVE scheme include 10,10,101 electric two-wheelers and 1,22,982 electric three-wheelers (L5).

Environmental Impact and Fuel Savings From EV Adoption

According to MHI data, the cumulative impact of the EV shift includes:
  • Fuel saving per day: 8,55,723 litres
  • Total fuel saved: 15,77,33,334 litres
  • CO2 reduction per day: 12,48,100 kg
  • Total CO2 reduction: 23,01,73,978 kg
H.D. Kumaraswamy, Union Minister for Heavy Industries & Steel, said, "Under the visionary leadership of Hon'ble Prime Minister Shri Narendra Modi avaru, India is driving the global transition to sustainable mobility. The achievement of over 1 million EVs sales is a testament to the success of MHI’s flagship schemes, including FAME, EMPS and PM E-DRIVE. This milestone reaffirms our commitment to building a cleaner, greener and self-reliant India."
Ayush Lohia, CEO, Zuperia Auto (Sells products under Lohia and Zuperia brand), said, India's remarkable milestone of selling over 1.3 million EVs in FY25 is a testament to the government's proactive policies and the growing demand for sustainable mobility solutions. The impressive growth of the E2W segment, accounting for 1.14 million units, demonstrates the increasing adoption of eco-friendly transportation options. We commend the Ministry of Heavy Industries' initiatives, including the PM E-DRIVE scheme, which have played a crucial role in driving EV adoption. We're committed to continuing our efforts to make EVs more accessible and affordable for all Indians."
Dev Arora, Founder & CEO at Alt Mobility- MHI recent report, said, "India’s remarkable feat of crossing 1.3 million EV sales in FY25 is a clear indicator that we are no longer in the early adoption phase—we're firmly in the acceleration lane. The surge, led by 1.14 million electric two-wheelers (E2W) alone, underscores how deep consumer interest, combined with favorable economics, is reshaping the future of mobility. We must commend the Ministry of Heavy Industries (MHI) and initiatives like PM e-Drive, EMPS, and PLI schemes for laying the foundation for this transformation."

Policy Support and Industry Participation

The PLI scheme for the auto sector which was approved in September 2021 with a total budget allocation of Rs 25,938 crore, this scheme was designed to support manufacturing of AAT products. The scheme covers 19 categories of Advanced Automotive Technology (AAT) vehicles and 103 auto components.
Raghav Arora, Co-Founder & CTO, Statiq, said, "The strong EV sales in FY25, especially in the electric two-wheeler segment, clearly reflect the impact of progressive and e-mobility-friendly policies by the government. Initiatives like the PM E-DRIVE scheme are effectively accelerating India’s shift toward cleaner and more sustainable transportation. At Statiq, we believe this surge is just the beginning of a larger movement toward sustainable mobility. However, this growth must be matched by a dependable and widespread charging infrastructure."
So far, 6 OEMs have got DVA certificate for 66 Approved Variants and 7 component manufacturers has got DVA certificate for 22 Approved Variants. As on date, 6 applicants under the OEM category have received DVA certification for 66 variants, while 7 Applicants under the Component Champion category have received DVA certification for 22 variants.
Bharat Rao, Co-Founder and CEO of Emobi, said, "The electric two wheeler scooter market has reached performance and price parity both on up front ownership basis and tco basis with their ICE counterparts which is primarily leading the drive for increase in market share of E2W vehicles in the overall two wheeler market. With the increase in vehicle offerings from most OEMs in the electric variants, we expect further growth of the E2W segment in Fy25-26. With further improvements in battery technology and standardisation of charging infra the segment will be able to support products better engineered as replacements for their ICE counterparts driving further growth of the electrification of two wheeler mobility."
Prashant Vashishtha, Founder and Chairman, Sokudo Electric, said, "As the founder of Sokudo, I am thrilled to witness India’s rapid adoption of electric vehicles, with over 1.3 million EVs sold in FY25.
